Purpose of the statement

This statement is intended primarily to provide guidance to Member Associations and
Collaborative Partners across the Federation who provide sexual and reproductive health
(SRH) services and information, and to strengthen national services for migrants. It addresses
the SRH needs of all migrants, giving particular attention to people who face a combination
of structural barriers, including women, girls, adolescents, LGBTQI+ people, sex workers, and
people with disabilities, and calls for approaches tailored to each group’s circumstances.

It is grounded in a rights-based approach, emphasizing accessibility, acceptability, and respect for the agency, bodily autonomy, and dignity of all migrants. It is aimed at the IPPF Secretariat, SRH and humanitarian organisations, and the broader development community.

The statement aligns with IPPF’s Feminist Principles in Humanitarian Contexts and is grounded
in its guiding principles, particularly the centrality of protection; local empowerment; a human
rights-based approach; and the centrality of sexual and reproductive health in emergencies.
