RequirementThe International Planned Parenthood Federation (IPPF) is looking to contract with an experienced training and development provider to develop and implement a financial wrongdoing awareness course/ induction module for its staff and members. The developed course must be on Microsoft PowerPoint, which is a format that is supported by our internal training and development platform, IPPF Academy.The developed course must also be made available in the four working languages of the IPPF secretariat – Arabic, English, French, and Spanish (Latam).Applications should address the requirements detailed in this Terms of Reference and include all the information/documents requested in the How to Apply section below. Background The International Planned Parenthood Federation (IPPF) is the world's largest non-governmental organization and voluntary movement dedicated to providing, enabling, and advocating for comprehensive sexual and reproductive health and rights (SRHR) for all, particularly for marginalized communities. Established in 1952, it functions as a global federation of over 100 locally led member associations across more than 150 countries, offering services, education, and advocacy. The work of IPPF is overseen by its Board of Trustees and is structured through the IPPF Secretariat comprising a London office and six Regional Offices working out of the following locations:Africa (Kenya)Arab World (Tunisia)East and Southeast Asia and Oceania (Malaysia)European Network (Belgium)South Asia (India)Americas and the Caribbean (Mexico)Each Regional Office oversees, promotes, and distributes core funds to its linked Member Associations (MAs) in the region. These are our partners who implement critical lifesaving SRHR work. This advert seeks to contract with consultants to develop a financial wrongdoing awareness course that will be accessed and completed by both staff from our secretariat, and by staff from our member associations.Work to be CompletedThe expected outcomes of this project will be to: Develop a financial wrongdoing awareness course, accessible for all staff based at IPPF and Member Associations, that focusses on the prevention and detection of financial wrongdoing Expected learning outcomes (to be finalized in conjunction with the selected provider):Understand IPPFs responsibility to prevent and detect financial wrongdoing and an employee’s duty with regards to financial wrongdoingUnderstand key concepts such fraud, bribery, corruption, money laundering, tax evasion/avoidance, misappropriation, and terrorist financingWhy preventing of financial wrongdoing is important, including the repercussions of financial wrongdoing for all stakeholders (Public, service users, IPPF and Members, donors, individuals) How to detect and prevent financial wrongdoing How to report concerns regarding financial wrongdoingEnsure that the course is enlivened with animated examples and situations that support the learning objectives.Embed IPPF policies and procedures in the course so that those completing the course understand how they can escalate any concerns.Ensure that the course is tailored to those working in an international aid/non-governmental organisation.Develop the course on Microsoft PowerPoint using IPPF-approved templates and logos.Make the course accessible to those in the working languages of the secretariat (Arabic, English, French, Spanish), and to those who need extra support with the access.LocationThis work will be completed remotely and will not require any visits to any of the IPPF global offices or locations.Experience and QualificationsThe successful applicants should have:Knowledge and experience of completing similar courses for similar organizations in the INGO sector.Be able to gather the necessary information on financial wrongdoing awareness independently of IPPF supervision.Proactively complete the work within a reasonable timeframe.How to ApplyInterested parties must submit a soft copy of their application by email to vsadler@ippf.org. Please note, this is not open to audit organizations; this is a request for individual consultants only.The successful candidate will be required to complete one audit this year, with the expectation that if this is successful, they be included on the IPPF audit consultant roster for an initial period of three years, with the option to extend depending on performance and availability. Consultants on the roster will not be guaranteed work or payment, but the expectation is that there will be 2-4 audits each calendar year.Applications should address the requirements detailed in this Terms of Reference and include all the information/documents requested in the How to Apply section below. Work to be CompletedThe overall objective of the successful auditors and fraud examiners will be to complete assigned audits at selected MAs and Affiliates. Consultants conducting audits will be provided with a work program with the objective of completing fieldwork and preparing draft audit reports.The audit work program focuses on the following key areas:Assessments of adequacy of the organisation’s governance, including financial monitoring, sustainability, and statutory compliance.Assessment of the adequacy of the organisation’s financial control procedures.Assessment of the completeness of the organisation’s supporting documentation for financial transactions.Ensuring that the accounting system is sufficient to allow the organisation to report accurate figures and that there is a reasonable audit trail between source records, the accounting system and the reports produced.Assessment of the organisation’s procurement and supply management systems and ensure that an open and competitive selection process is in place for quality and timely procurement.Assessment of the organisation’s cash management and handling policies and control systems and ensure that reconciliations are performed systematically.Examining the adequacy of the safeguarding, human resources, information technology and safety & security systems at the organisation.On the completion of each assignment the auditor is expected to produce a draft audit report will be produced outlining the specific findings, implications, and recommendations for improvement in each area tested. A template will be provided for the audit report.Each assignment is expected to take a maximum duration of 11 days. IPPF invites digital health companies and organizations to share information about the tools, platforms, and services they can offer to strengthen the provision of sexual and reproductive health (SRH) services and the realisation of rights and justice to all the populations we seek to serve across the global Federation. This RFI will be used to assess potential fit and to develop a vetted list of preferred digital health suppliers that IPPF Member Associations may draw upon for future partnerships and procurement. Through this process, we aim to understand how your solutions address real operational challenges, expand equitable access to care, adapt to the varying needs and capacities of our Member Associations, and align with IPPF’s Digital Health Interventions (DHI) Framework and organizational values.Digital health is a critical pathway for advancing SRH. In 2024, IPPF developed a global framework to guide DHIs across the Federation, with a focus on people-centred care, equity, access, and quality. The framework is a non-prescriptive reference that helps Member Associations (MAs) plan, strengthen, and align digital health work, while supporting learning, maturity assessment, and strategic investment.The RFI submission form is split into the following sections:1.
