Background
The International Planned Parenthood Federation (IPPF) is a global provider of sexual and reproductive health services and a leading advocate for sexual and reproductive health, rights, and justice (SRHRJ). Working through Member Associations in almost 150 countries and a network of approximately 28,000 service delivery points, IPPF delivers essential health services in stable and crisis times, advances comprehensive sexuality education, and advocates for policies and social change that uphold rights, dignity, and bodily autonomy. By connecting community-led action with national, regional, and global advocacy, IPPF works to transform systems, shift narratives, and ensure that everyone can exercise their sexual and reproductive rights.
Overview of the engagement
The global environment for Women, Peace and Security (WPS) is deteriorating. Conflicts are multiplying, political discourse is increasingly securitized, and the voices of women, girls, youth and marginalized communities are being pushed out of decisions that shape their own survival and recovery. Across crisis settings, sexual and reproductive health and rights (SRHR) are under direct attack: facilities are damaged or destroyed, providers are harmed, and services are disrupted at the exact moment they are most needed. Conflict-related sexual violence (CRSV) is increasingly used to target civilians, particularly women and girls, who are disproportionately affected.
Over the past years, IPPF has increasingly worked in humanitarian and conflict settings to deliver lifesaving sexual and reproductive health in emergencies (SRHiE). Yet, SRHiE is largely pushed out of discussions on WPS. IPPF’s federation of Member Associations and Collaborative Partners — largely women-led and embedded in fragile and conflict-affected communities — gives it a unique, credible position from which to keep SRHR central to WPS, bridging frontline realities with global policy.
To support this work, the Solidarity for Change and Voice (S4CV) team is seeking a full-time consultant to support and strengthen IPPF’s work on the Women, Peace and Security agenda and humanitarian multilateral advocacy.
Purpose of the Consultancy
The consultant will support the UN Liaison Team (UNLO) and work closely with the Humanitarian Communications and Advocacy Lead with key strategic engagement to ensure that SRHR is more systematically integrated within global humanitarian and multilateral Women, Peace and Security policy, funding and implementation processes. The role will also leverage IPPF’s global humanitarian advocacy presence and the evidence and priorities generated by Member Associations, communities and regional mechanisms to influence relevant WPS policy processes and any UN humanitarian policies. The work will promote recognition of comprehensive SRHR as essential to conflict prevention, protection, peacebuilding, recovery, bodily autonomy, meaningful participation and sustainable peace.
Duration
The consultancy will commence as soon as possible and will be for an initial period of 6 months, with possibility of extension. The consultant is expected to full time (37 hours per week) to support this work and the consultancy will be in-person and based with the UNLO team in New York.
